If you would like to change System Locale, set like follows.
[1] Replace to your own language on the example below.
# show current settings

[root@dlp ~]#
   System Locale: LANG=en_US.UTF-8
       VC Keymap: us
      X11 Layout: n/a

# search langpacks of your language and install

[root@dlp ~]#
dnf search langpacks-

[root@dlp ~]#
dnf -y install langpacks-ja
# show the list of available locales

[root@dlp ~]#
localectl list-locales

C.UTF-8
en_AU.UTF-8
en_BW.UTF-8
en_CA.UTF-8
en_DK.UTF-8
en_GB.UTF-8
en_HK.UTF-8
