OpenStack Victoria : Configure Ceilometer (Network Node)

Install OpenStack Telemetry Service (Ceilometer).
This example is based on the environment like follows.

[3] Install Ceilometer services on Network Node. For questions duruing the installation, it's OK with [No] to all.

[4] Configure Ceilometer.
