If you would like to change System Keymap, set like follows.
[1] Replace to your own language on the example below.
# show current settings

[root@dlp ~]#
localectl 

   System Locale: LANG=ja_JP.UTF-8
       VC Keymap: us
      X11 Layout: n/a
# show the list of available keymaps

[root@dlp ~]#
localectl list-keymaps
