Configure the System Locale of your system like follows.
[1] Replace to your own language on the example below.
# search language pack and install your language

root@dlp:~#
apt search language-pack-
root@dlp:~#
apt -y install language-pack-ja-base language-pack-ja
# display current settings

root@dlp:~#
System Locale: LANG=C.UTF-8
    VC Keymap: (unset)
   X11 Layout: jp
    X11 Model: pc105

# display the list of locale

root@dlp:~#
localectl list-locales

C.UTF-8
en_US.UTF-8
ja_JP.UTF-8

# set locale

root@dlp:~#
localectl set-locale LANG=ja_JP.UTF-8
# show settings

root@dlp:~#
System Locale: LANG=ja_JP.UTF-8
